These no-QPU fixtures lock the planner contract before execution-path integration.

Claim boundary¶
Planner fixtures prove deterministic eligibility/blocker outputs. Replay fixtures prove offline raw-count accounting. They do not mutate circuits, submit hardware jobs, or prove hardware improvement.
